Payments were funneled to a foreign advisory firm operating under opaque ownership structures that lack verifiable technical credentials and maintain no local operational footprint. Internal audit trails obtained by this investigation confirm that contracts awarded between 2019 and 2023 repeatedly bypassed mandatory competitive bidding procedures. Instead, state funds were routed directly through Amezcua Smith Consulting, a Luxembourg-registered entity, facilitated by procurement waivers authorized by officials within the Ministry of Economy and a logistics subsidiary of the State Oil Fund of Azerbaijan.
